Russian real estate sector heats up - According to Mercer Human Resource Consulting, Moscow is the most expensive city in the world for expatriates. Real estate has been one of the primary sources of these rapid price increases. Apartment prices have nearly doubled in the last 10 years.

As the market economy takes hold there are more Russians with money to spend, and more expatriate Russians wanting to return. And there are just not enough decent places for them to live. In other words, supply has been overwhelmed by demand.

Investment money is coming from Germany, Sweden, China, and -- you guessed it -- Dubai. In fact the largest foreign development is being funded by the Dubai ruling family -- a 44,000 acre development costing $11 billion and including homes, commercial buildings, schools, parks, and recreation centers.

Commercial real estate developments are also surging ahead in major Russian cities.

Several factors are driving the boom: rising prices for commodities such as oil and natural gas have resulted in an injection of large amounts of cash into the Russian economy. In turn this has energized the middle class and given rise to a vigorous banking sector.

As in other traditionally non-market economies, Russians did not have access to the types of mortgages that the real estate market is built on in North America and Western Europe. That is now changing as the rapidly developing banking sector introduces many new kinds of real estate loans. In the period from 2003 to 2006 the volume of mortgages issued in Russia quadrupled to $5.5 billion.

However, the vast majority of Russians still live in shabby soviet-era apartment blocks, and this is not likely to change for quite a few years. The Russian regulatory system is also rife with corruption and influence-peddling. Commercial and real estate development continue to be risky propositions.
